Every meaningful change ships through the High Council. Six NVIDIA-hosted scouts read raw source, logs, databases, and evidence first. Claude Opus, OpenAI GPT-5.5/Codex, and Gemini sit in the high-court layer. The public sees summaries; transcripts are private operator intelligence behind owner, subscription, or token access. Every council writes to a vector memory layer. The system gets smarter every week.
